Alto Paraná project connects Presidente Franco to Foz do Iguaçu
The first rural segment of the Eastern Metropolitan Corridor (CMDE) in Paraguay has reached 87% completion, according to the Ministry of Public Works and Communications (MOPC). The 19.1-km road links Minga Guazú to Cedrales and is slated for completion between March and April 2027.

The project benefits about 600,000 people and aims to improve freight transport in the Alto Paraná region. The goal is to reduce truck traffic in urban areas and speed up border-trade logistics.
Construction is being carried out by the CT Vial Consortium and includes earthworks, paving, drainage, and the building of an overpass with a cloverleaf-type interchange in Cedrales. The road will have four lanes and controlled access up to the bridge over the Monday River, which connects to the Integration Bridge.
The full plan totals roughly 32 km of access roads and includes a second rural segment, a bridge about 500 m long over the Monday River, an urban connection, a Primary Border Control Zone, and a Cargo Terminal of the National Administration of Navigation and Ports (ANNP). The total projected investment is USD 212 million, financed by the Development Bank of Latin America and the Caribbean (CAF).
